Lahore Development Authority (LDA) has introduced a new LDA Land use Rules 2020. Based on LDA Land use Rules 2020 which describes that the authority has divided the land utilization purpose into 10 classifications which includes residential, commercial, mixed-used purpose, industrial, institutional, open space and recreational, Peri-urban, special development zones, agriculture and notified area. LDA has further classified the land usage in three comprehensive categories of permitted use, permissible and prohibited use.


Based on this, the land in a residential area is only permitted for construction of house, apartment building, parking and playground, graveyard, horticulture nursery, urban farm, old age home or orphanage and urban forest. However, its permissible use includes corner or neighborhood shop or convenience shop, place of worship, day-care center and pre-school, rehabilitation center for the needed persons, primary and junior schools, coaching center or educational & academic purpose, secondary and higher secondary schools, dispensary, guest houses, indoor sports facility, community center or clubs, ATM and Medical and poly-clinic. It is also acceptable to use the land for parking plaza or parking site, diplomatic enclave or diplomatic office, area development project, college and university, library, government or semi-government office and hospital.

 

It also highlights that permitted use of land in the commercial area includes multi-story and high rise building, residential apartment, justice or tribunal comprising of the land not less than two-Kanals, mixed-use building, shopping mall, departmental stores or cluster of shops.

It also further states that the allowable use of land in the commercial area includes technical and vocational institution, cineplex or multiplex, theatre, auditorium, concert hall or exhibition hall or cultural institution also allowable


In a same way, land in an industrial and manufacturing area is permitted to be used for cottage, light and medium industry, substantial or large industry, warehouse, storage or distribution center, building material stores and cold storage, petroleum and gas products storage or warehouse, loading and unloading space, parking lot, industrial park or estate, police station, fire station and post office, bank or bank ATMs,  industrial research institutes, treatment or recycling plants, grid stations, power plant, vocational training institute and urban forest area. Permissible use for industrial area’s land includes petrol pump, gas station, LNG storage or filling or gas station,  essential residential and commercial purposes, health and educational facility for workers or employees, oil depot, restaurant; hospital; auto workshop, service garage and service station and other purposes. 

 

LDA administration has striped use of land in declared industrial area for storing, packing, pursing, cleaning and manufacturing of blasting powder, ammunition, fireworks, gun powder and other purposes

 

The new classification of use of properties space and build accordingly is part of policy and planning and a systematic way for utilization of all available land and spaces and would be easier to monitor and manage the infrastructure and resources
